The United States Commits a Major Assistance Package, Issuing a Stark Ultimatum to the UN.

In a move that pairs financial support with stringent conditions, the United States has pledged $2 billion to support UN humanitarian efforts. Yet, this aid came with a direct message for the international body: it must "change or face irrelevance."

A Significant Announcement During Wider Budget Reductions

The funding announcement came amid significant reductions in American support of humanitarian operations.
