The United Kingdom and France Plan to Send Forces to the Country if a Peace Deal is Agreed

The British and French governments have formalized a declaration of intent concerning the stationing of troops in the nation if a peace agreement be made with Russia, the UK Prime Minister, Starmer, has stated.

Subsequent to talks with allied nations in the French capital, he indicated that the allies would "create operational bases in various parts of Ukraine and build protected structures for arms and equipment" to prevent any future invasion.

The coalition members also suggested that the America would assume leadership in overseeing a truce.

Moscow has repeatedly warned that any foreign troops in Ukraine would be considered a "legitimate target", but has as yet not issued a statement on this recent declaration.

The Situation and Continuing Hostilities

Russian President Vladimir Putin began a major offensive of Ukraine in early 2022, and Russia presently controls about 20% of the country's land.

"This constitutes a crucial element of our pledge to be alongside Ukraine for the foreseeable future," commented the UK Prime Minister.

Heads of state and senior officials from the "Coalition of the Willing" participated in the Paris negotiations.

He stated at a combined announcement, the Prime Minister noted: "It establishes the framework for the operational parameters under which allied and coalition forces could operate on the ground in Ukraine, protecting Ukraine's airspace and waters, and rebuilding Ukraine's defense capabilities for the future."

The British leader went on to say that London would be involved in any US-led confirmation of a prospective cessation of hostilities.

Defense Assurances and Negotiation Stances

Lead US negotiator Steve Witkoff stated that "lasting safety pledges and strong reconstruction vows are critical to a enduring ceasefire" in Ukraine – alluding to a central condition made by Ukraine.

The negotiator said the allies had "largely finished" their work on establishing such guarantees "in order that the citizens of Ukraine know that when this conflict ends, it ends forever."

Jared Kushner, former American President Donald Trump's advisor, also participated in the negotiations.

Meanwhile, France's leader Emmanuel Macron declared that Ukraine's allies had made "major advances" at the talks.

He said that "robust" defense assurances for Ukraine had been reached in the event of a possible truce.

Ukrainian President Volodymyr Zelensky stated that a "significant step forward" had been made in the negotiations, but cautioned that he would only consider efforts to be "enough" if they culminated in the cessation of the war.

Last week, he indicated a peace deal was "mostly finalized". Agreeing on the last 10% would "determine the fate of the peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the center of unresolved issues for diplomats.
  • The Russian President has consistently stated that Ukraine's forces must retreat from all of Ukraine's eastern Donbas region or Russia will occupy it, rejecting any concession over how to end the war.
  • Zelensky has to date rejected ceding any territory, but has suggested that Ukraine could move its troops to an designated point – but only if Russia reciprocates.

Moscow presently occupies approximately 75% of the Donetsk region and some 99% of the neighbouring Luhansk region. The areas form the area of the Donbas.

The earlier US-led comprehensive peace plan that was widely leaked to the media last year was perceived by Ukraine and its European allies as being strongly biased in Russia's favor.
