AI Chatbots Deliver ‘Misleading and Partial’ Voting Advice, States Netherlands Regulator

AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democracy just over a week before national elections.

Study Shows Consistent Bias in AI Suggestions

The four chatbots evaluated by the authority “frequently recommend identical two parties”, irrespective of the user’s question or command, the watchdog explained in a report published ahead of the 29 October election.

For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are rarely ever cited”, despite the fact that the user’s input precisely aligns with the positions of these political entities, the report pointed out.

Official Warns Against Using AI Chatbots for Election Advice

The deputy head of the AP, the official Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that might not correspond to their political views, she emphasized.

“This directly impacts a cornerstone of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against employing AI assistants for voting advice, as their operation is unclear and difficult to verify.”

Election Context and Party Dynamics

The Dutch head to the polls on October 29 in an electoral contest that will be keenly observed across the continent for the showing of the PVV.

The far-right party of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties appears to be narrowing, with numerous electors still undecided.

Every significant political faction have rejected a coalition with the Freedom party, meaning the runner-up party is highly probable to provide the next prime minister.

Inadvertent Prejudice Linked to Chatbot Functioning

The AP emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
